any suggestions on the problem works good when engaged slows when turned off one notch then engages again when turned all the way off

You are saying in brake positon the PTO comes on, neutral PTO turns slow/stop and works fine in the on postion. We had that happen to the 2-150 probably 5 years ago. If I remember right it was the PTO brake. We had the old style pto that had a piece riveted fast to the hub(brake or piece of metal, can't remeber) and it came loose. The brake was toast and had excess clearance causing hyd oil to go back to the piston when in the brake position. The way oil is fed to the brake / clutches is why it is engaging in the brake position. If you pull the PTO it should be obvious. It could just be a worn out brake. Hope this helps.
