1968 International Cub Throttle issues

The throttle appears to be hanging. I can not get it to idle low and to speed it up I have to push the lever hard. I have tried oiling the spring but I can not get it to idle low. Any ideas out there.
 
Make sure the rod from the governor to the carb is adjusted so when the hand throttle is full open (fast) that the carb throttle lever is also full open (adjust linkage length to make that happen. then the throttle Idle screw near that lever needs adjustment. I have seen throttle plates come unscrewed from the shaft and get hung up not allowing Idle. Jim
 
Follow the rod from the lever.... Where it
attaches to the governor is a notorious
sticking point. We always pull the
governor off, clean, inspect, repair and
lube everything on every cub we rehab. ..
they all get a new spring on the out side.
I'm assuming you have a distributor, if so
timing the governor ain't necessary, just
line it up with the distributor and stick
it back in. Almost impossible to do with
the hood on..
