The rebuild kit didnt change much . After guy installed carb he ck tractor and put another resister on coil in parallel with the other . Tractor runs smooth as silk now .Anyone explain how thats works ?

Adding another resistor in parallel with the existing resistor INCREASES the voltage to the coil, causing a hotter spark. (Ohm's Law.)

What was his reasoning for that? That's not a standard mechanical practice. Normally you'd replace the coil in that situation.

had a fairly new coil on it I guess. I ck voltage across resister 12 volt to 2 volt snd one ran same

The total resistance of the primary circuit should be no less than 2.5 ohms. That is measuring across both resistors in parallel that are connecting to the coil positive terminal and then the other lead on the coil negative. Any value lower than this will likely shorten the life of the points and probably over heat the coil. It will conversely raise the voltage of the discharged spark, as Barnyard pointed out. If it is lower than 2.5 it would seem a hotter spark is a bandaid fix of some other problem.
