I guess it's time to pull the top cover off a couple tractors. We replaced the cam follower pin and adjusted the 960 (with sickle mower)and 640 last year. The 2 "new" tractors are having the same issues. At least the good folks on here have helped us with this and we sort know what to do. Lol. They will pick up the finish mower just fine but they really struggle with the much heavier sickle and tedder. Stay tuned for the repairs....... Maybe we should make a easy to follow video?

First thing I would do is put a pressure gauge in the test port and check the pressure of the system. Could be weak pump or bad cylinder rings. Next I would pull the inspection plae and have a look see where oil might be moving or dripping
 
On the blue tractor it will lift the mower every now and then. Usually when you first start tractor. After that it will only lift it a little bit. No odd drips in side. Looked in side hole yesterday.
 
Two things you can do to check.
#1 check the pressure. Cool/cold oil is thinker so pump works better.
Or #2 drain the old oil out and fill with a thicker oil like say 85W90 oil and I bet it will lift it

Good chance the hyd pump is getting weak if it has no leaks or the relief valve is bad an open to fast
