3020 LP Electrical - 12 volt question

On my 3020 dash light there is 12 volts present in the socket bottom when tested with my volt meters (analog or digital) but won't light up any bulb I try. The ground is good, I can disconnect the supply wire and hot wire it direct and it lights. The same 12 volts appear in the female supply plug that is disconnected but that voltage will not light a 12 volt test bulb. What is going on here? 12 volts power enough to show up on a voltmeter and no amps to light a filiment? Should I suspect the light switch? It turns the supply on and off ok. Thanks, Paul
