41 9N lacking power and RPM

My 41 9N is lacking power, running rich and will not reach top RPM. I have cleaned the fuel tank, replaced the carburator, checked the point gap. New wires, cap and rotor. I am not sure how to diagnose the govenor. I removed the govenor and checked the interior. There was some slop in the arms and the ball appeared to be in good shape. They have started to wear a grove in the housing. I have an I&T manuel, but it does not get indepth enough to get me past this problem.

You are doing, like most of us have done, everything at the same time.
Do one thing at a time.
Check your spark. Using a screw driver between the wire and the plug you should have a bright, bluish/white spark that will jump at Least 1/4"
Got that? Good. Now take all 4 plugs out and use a propane torch or the kitchen stove to burn off the tips of your plugs. Modern gas fouls plugs believe it or not.
If it passes those tests then post back and someone will help you diagnose your carb.
They are very, very simple machines and will only confound you if you get in a hurry.

Clancy---You write..."My 41 9N is lacking power, running rich and will not reach top RPM. I have cleaned the fuel tank, replaced the carburator, checked the point gap. New wires, cap and rotor."

Was your tractor running ok before you did the upkeep items? If so, in addition to what Ultradog said about the spark plugs, I would do a quick check to see if you put the plug wires back on the distributor correctly.

Firing order, counter clockwise, is 1243....it is easy to get them mixed up and that would cause your N to run, but with little or no power.

Its time to steam clean the oil-bath air cleaner!
After 45 years of use they do plug up! Just put the steamer in the carb inlet side and let it run for 20 minute or more. Move it all around and when the water starts running clear out the bottom its clean. Blow it out with some air, let it dry and put it all back together with nice fresh oil.

Ok, checked the spark, thats good. Firing order is correct. fires up and idels. The carburator is in the W/O position but no power. what is your suggestion?

No,
I bought this tractor as a basketcase. The block is good, but was missing carburator and assorted plumbing. The tractor needed new throttle linkinge, generator, plugs wires, cap and rotor(all replaced). It fires up and purrs right along, but I cannont get it to open up.

Not what I wanted to hear, The govenor has to be the second most expensive this next to the engine. I do get resistance when I push/pull on the arm of the govenor. Everything seems to spinn as it should.
