424 injection pump

Had the cav injection pump from my tractor pulled off and rebuilt. The tractor ran fine the first time I put the pump back on and then I pulled it back off because the bottom mounting bolt was messed up. I currently can’t get the pump to prime, I mean like fill up in general. Does the pump have to turn to fill up or does it just do it on its own. I know it has a strong fuel source going into it. The only reason I’m asking is because the battery is going bad so I don’t get cranking per charge and wanna save myself some time.
 
The pump has to turn to get fuel TO the injectors, the front section will fill SLOWLY by the hand primer, but will fill FASTER after engine is running with the top cover bleed screw loose as it can be bled with engine running. The LOWER vent screw MUST be air free or pump will NEVER get fuel to the injectors.
 
See photo below, the hand primer is on the bottom side of fuel lift pump Arrow #7 and by Blue Circle either on left or right bottom of lift pump is a lever to pump up and down. Sometimes depending where the camshaft stops you don't get much stroke on the lift pump lever so crank engine over with starter to see if camshaft stops where you get more stroke on the lift pump lever. Some former owner may have replaced the lift pump with one without the primer lever.

Do the cav injection pumps on bd154 engines have a hand primer?
My "424" diesel doesn't have a "lift pump", so no hand primer, either, and the fuel lines appear to be "as original" with no provisions for one to be installed

So another modification of an IH Bradford, UK crate unit by IH Louisville, KY that I was not aware of.

So gravity feed to CAV injection, so have to pressurize the fuel tank to bleed the system?

Bleed filter, then open pump bleeders and crank.

No. Just crank it when you have fuel at the pump. Doesn't take that long. Pretty much what wore out said ... he was here before me as I failed to hit "send"
 
Ok the responses are appreciated I’ll try some things and see if I can get the front section of the pump to fill like it should.

Don't worry about the front, if you can get the engine started the front will fill on it's own after engine is running while bleeding the top bleed screw. The front end does NOT need to have fuel in it for engine to run.
