48 cub governor timing

my 48 cub had bad governor and I purchased a used governor. I am having trouble timingbthe governor The mark on the governor gear is visible and I was told the marks on the facing the magneto were no unless you remove the magneto seal.I see two marks on the gear from the front side I installed the governor using those marks and the tractor does not start .I checked on utube and governor holes should be at 8:30 and 2:00 a clock my holes are at 10 and 3.The timing marks are wrong what do I do to get the ones of thr governor at 8:30 and 2 if remove the oil seal should I see the timing marks on the gear? How hard is the magneto oil seal to remove and replace. Any help would much appreciater
 
You are using the wrong marks. There is a single punch mark on the idler gear used to align with the mag punch mark. The double punch mark aligns with the crank. If none of the other timing gears have been moved you should be able to see the single mark if #1 cylinder is top dead center on compression stroke.

The timing mark for the governor is on the back side of the gear. The 2 marks you can see line up to the crankshaft ( I think) if you don't want to remove the seal between the mag and the governor it's easy enough to count around to it ..... gimme a few minutes,I will hunt up pictures

Here ya go......first picture is the front where the governor goes. Last picture is behind the seal on the magneto side. Count 15 valleys,with the gear moving clock wise to the single dot on the back. Feel free to call or text me...... Kevin
