drove the tractor the other day and the clutch would not snap in to the engage position. loosened the three bolts up some and it now works fine. Why would the clutch get tight?

It sounds like a portion of one of the discs(facing)has broken off and is doubled up inside the pulley.I have a 70 gas and that's what had happened to me.Hope this helps.

If it is a broken friction disc, you are Flirting with Disaster...
Take the clutch linings out and inspect them...
Nobody wants a clutch that can suddenly Engage with NO Way to stop it...

If there is no cover on the pulley just rotating a bolt (not just a nut but the whole bolt) can make them tighten up as can rust and dirt as well as the broken pieces other guys mentioned. They are right too! Under the right circumstances a broken disk can make the clutch assembly bind into the "I'm going & you ain't stoppin me" mode! Check it out carefully!
