730 diesel electric start

This 730 tractor has not had batteries in it for 20 years it was always pull started. I just had the starter rebuilt, when I try to start the tractor using the starter the motor turns over great but won'd start? I can pull start the tractor and it fires right up and runs good. When pull starting it the wheels barely turn (7 feet) and the tractor is running. But it will not start using the starter? After the tractor is warm the tractor will start using the starter. Any ideas what is causing this? Valve job needed?
Tomorrow we will be checking the compression.
Any suggestions are greatly appreciated.

Assuming you are starting it the way the ops manual states, what happens after you have spun the engine with the compression release open and got oil pressure? When you add compression, does the starter slow down a lot? Does it still spin the engine?
 
This is a 24 volt tractor, do you have the batteries hooked up for 24 or 12 volts . A 24 volt starter wont crank very well on 12 volts.
 
You should ajust your valves and syncronize the decompressor. Along with that its time to check the fuel pump timing. Basicly a tune up.
 
I just had the Starter rebuilt and have it setup for 24 volts. Had compression tested today it is low compression. Once the tractor is warm it will start using the starter just fine. In the mornings I will need to pull start it first then use the starter. Looks like next winter I have a project putting new rings in it. Thanks for all the advice and tips it is greatly appreciated!
