930 fuel cut-off

How does a 69 930 diesel fuel cut-off work? I"m thinking when you drop the throttle down it shuts it off at the injection pump?
I have one I"m trying to start but can"t so I might as well start there. I"m getting fuel to the lift pump but no pressure after the lift pump.

When you drop the throttle down it turns the fuel on, when you bring it all the way back up and over the roll pin it turns the fuel off.
Have you checked all three filters ?

Maybe your transfer pump is bad and you are not getting fuel to the injectors?

Sounds like the rail is stuck in the pump. On the front of the injection pump ( towards the front of the tractor) there is a cap that a 3/4 quarter wrench will take off. Inside you will see an allen screw, unscrew it take it out of the rail being carefull not to drop the little washers on it. Now in the back of the pump there are four allen srews holding a cap on, take one out and screw it in the rail. It should stick out far enough to get a pair of pliers on it. With the pliers work that rail in and out until it moves freely, use a lubricating spray.

Thanks for all your advice!!
I think I freed up the rail at least I can now move it in and out with my fingers but should it move in and out on it's own while cranking? (it doesn't) The tractor sat outside for a few years but ran good before it was parked. I haven't changed the filters (only 2 filters) but I did drain the water out of them. I am getting good flow to the injection pump when using the hand pump. I bleed the the lines at the injection pump and at the injectors but still no start. smokes but no start.
