AC 6080 wandering steering?

Have always had to do minor correction towards the right,aka-wandering, actually got quite used to it but now it getting a bit ridiculous! would this be an orbit control problem or not enough hyd. flow to the steering circuit? looking for ideas?
 
Tie rods are A1 condition- problem is you can gradually turn the steering wheel with out moving the front wheels, of course this while the engine is running! can be interesting when tractor insists on turning into traffic
 
I would suspect that it"s got a bad steering cylinder. Try removing one line from the cylinder, then turn the wheels hard over agains the stop. I suspect that you"re going to get more oil after the wheels hit the stop, roughly equivelant to the amount the steering motor is sending down.
If it"s not that, then it will be the steering motor... but I highly doubt it.
Most likely the center seals in the steering cylinder.
