I know this is an old thread, but I wanted to share my experience since I dealt with a similar issue last year. Water was pooling behind my house in the Bay Area, and no matter what I tried, gutters, extending downspouts, it kept happening.
Then we decided to hire Avant-Garde Construction Enterprise (Avant-Garde is DBA) to take a proper look. They came out, inspected the foundation, checked the grading, and figured out the water was coming from the slope behind the house.
They recommended a French drain system and some regrading. Cost around $4,500 for the whole job, which included a full foundation check. It wasn't cheap, but the water problem was solved and I haven't had issues since.
