BVAMA New Years Day Pull

Considering going to the pull this year, I saw the following announcement on the BVAMA website.

A decision has been made to provide Cut and Non-Cut tire classes at 3.5 mph and doing away with Pace and Non-Pace classes.

If I bring the 77 with cuts, can I pull in lighter weight classes than 5000#?

What is the reason for not allowing a 77 in a class below 5000lbs. Is this rule just for antique classes or is it for the classic classes also. Also what is the tire rule for the classic class. Rules are not very clear.
