carb screws

sometimes the varnish from old gas will hold them, soak side of carb in coffee can with carb cleaner

if that doesn't work try gently warming the area with propane torch and try the screws while warm, do not melt the carb

if screws are being held by corrosion, PB Blaster sometimes helps but real ify
 
On what it does make a difference since some use NC treads on both ends and others use NC on one end and NF on the other. They do make a tool just for that type of problem but you need to fill in the gaps in your question

I'm not saying you should do this, rather this is what I do. Use a cutting torch with a small tip and get the screws red hot---screws only. Let them cool off and you can probably use a penny for a screwdriver. I use new screws, they are call philister (spelling) headed screws. I get them at Fastenall, you must buy 100 in our store.

You need a needle nose visegrip pliers.
Grab the head in any you can and they should start turnimg. Then you can use a screw driver to finish taking them off.
