Case 311 timing pin

My new to me 311 is bogging down under load (going uphill) so I want to check the timing. The timing pin does not come out perpendicular to the flywheel. Is this normal, or did a previous owner likely bend it trying to turn the flywheel with a pry bar?

New rotor, dist cap, spark plugs, carb.

Also check that your governor control rod is moving freely pulling the spring and governor lever.
