Case SC Brake adjustment

I've recently aquired a '51 Case SC project tractor. I'm new to this game, but am trying to figure out the brakes. With a lot of leg pressure the right one has some effect, but the left has broken linkage (which i have on order), so for now can't check it. These are disc brakes apparenly actuated by a cam on the brake shaft. For now, I don't want to disassemble the system, but to see if I can improve the function by adjustment. There is a small (3/8) square headed bolt that has a cotter pin in it, on the brake housing. I suspect it is some kind of adjuster? Any help will be greaatly appreciated. Thank you.
 
Operators Manual tells you the procedure to adjust the brakes. Most times the discs are glazed and need to come apart for replacement
and cleaning of the actuator assembly.
