I think Buffy Bunny was half in the bag when he or she wrote that ad. Or couldn't read. Check the phone number. I'm sure Carolina phone numbers don't start with a + sign. (grin)

+31 is the country code for Netherlands. From the US and Canada, you would dial 1 + 31 to get to the Netherlands, then dial the number in whatever format the county uses. A lot of places use a format different from our standard 10 digit number.
