Cockshutt 40 starter issues

2 questions about my Cockshutt 40 that I'm having problems getting to run. Which way is the flywheel supposed to rotate (looking from back to front)? The starter gears look like they are designed to rotate clockwise, but the starter spins counterclockwise. Second, the starter bendix is not retracting and releasing, is this related to question 1 or a broken starter? Thanks.
 
Looking from the back of the tractor to the front, the engine turns counterclockwise. How are you determining starter rotation?
 
Well I have the direction correct, so now my issue is the bendix with the starter not retracting (remaining engaged as the engine tries to start), I suspect from looking at the starter that it is not a do it yourself type project? Any suggestions for starters or starter repairs for a 40 Cockshutt? Thanks.
 
Sometimes the bendix is full of dirt and just needs to be cleaned. A good electrical shop should be able to fix it up for you.
