Cub Governor not working

I have a cub I got when my grandfather passed away. The governor is not working and I got it apart, but can't see anything that is obliviously broken or missing. See the attached pictures. Any and all ideas are appreciated.

What is the tractor doing that makes you say the governor is not working? We need to see more pictures of the assembly in the second picture. One with the fly-weights spread out.
 
Replace the spring on the outside. Make sure linkage to carb is adjusted correctly. That one, little, cheap spring will make a huge difference.
 
The engine will run just fine if there is just a teaspoon of gas in the carb as the gas is sucked from the bottom of the carb so the level of fuel does not make any difference for the engine to run unless it runs over then that gas goes into the intake part of the carb and the extra gas can flood the engine or make it smoke from running too rich. If the fuel level is low the engine will still run because there is gas in the bottom of the carb bowl
