I just sold a tractor part to a guy in Australia and he paid me through pay-pal( $200+ ) ,problem is his address is unconfirmed, and i just checked and connot get delivery confirmation on international parcels only a receipt showing i mailed it. The buyer has a perfect feedback rating. Should i mail item or refund his payment and have buyer send money order or similar via mail? or any other option, thoughts please
 
Sounds like the money getting to you isn't the issue. Just email him and tell him your concern and let him decide.
I live in Germany and buy plenty of stuff from the States through ebay.
I'd tell that person the size of the package and the weight, and let them arrange shipping. UPS is expensive but will deliver w/ confirmation. If he tells you to mail it anyway, just save the B&W email in case you need it and send away.
Of course, you'll have some folks chime in and tell you "don't trust no forners", but you should be OK. Do your correspondence through Ebay, and, if it makes you feel better, check w/ paypal.

I know a fellow got taken from an overseas buyer so WATCH OUT ! They paid with pay-pal he sent it then next thing he knew pay-pal pulled the money out of his account because the credit card the buyer used was stolen. Pay-pal has no gaurentees overseas.

That could be, didn't know paypal pulled payments back. May want to allow some time to clear, or contact paypal ahead of time.
 
Dave 2, yes, pay pal will do that, and quite often they will refund the buyers money just because he requested it, no questions asked. In the eyes of ebay and pay pal, the buyer is always right, and the seller is always wrong.
 
Guess I better watch out. Never received through paypal. I had thought about running some old horse collars and some other small stuff on the American ebay, but it may not be worth the hassle.
 
When I had that situation the whole transaction went in to Limbo while the buyer got his account comfirmed. Seemed like Paypal had sent a notice of beware or don't ship. Email the recipient and tell him to get his account comfirmed before you ship.
 
Rustyfarmall, you are right on the money! I had sent an item to someone in the UK. Paypal pulled the money back out of my account because the customer said he never received. I had the tracking number showing where they tried to deliver the item to the confirmed address three times and he would not accept! I am still trying to get the part back, but as of right now I am out the money and the part and I followed the ebay and paypal instructions to the letter. I have my attorney involved and we will see how it comes out. One thing for sure is I will never use or accept Paypal again! First I'd go talk to your local Postmaster, explain it to him, see what they have to offer for confirmed delivery. I'm told that there have been recent changes to thier way of providing this.

I do know that with UPS you can require a signature, but UPS to Australia will cost a LOT of $$..My Wife is a UPS shipping clerk.
