I'm curious: What diameter are the lugs? The trick of measuring centre of one to outside for 5 bolt is method to get an 'approximation' of the bolt circle. A 5 X 5.5" rim pattern still refers to the bolt circle - the theoretical circle you'd get if you drew a circle through the centre of each lug. The old trick of measuring centre to outside is a way to get a quick approximation of the bolt circle for a 5-bolt pattern, but only if it uses the conventional 1/2" lugs. But if your lugs are larger than the typical 1/2", that method of going centre to outside won't be accurate.

A better way is to measure centre-to-centre of two adjacent lugs. If it's 3-1/4", it's a 5X5.5" bolt pattern. If larger, I'm afraid I have to eat my words and admit you have an oddball. It might still be a standard bearing layout with an odd hub, in which case you could replace both hub & rim on the same spindle. But I suspect you want to keep the original solid centre rims as they're pretty unique-looking.
 
You'll want to cross-reference your bearing sizes to be sure, but I'd bet dollars to buttons this hub will be the right one. Was for me on one of my IH gears, and I'm pretty sure EWC made running gears for IH. Even if not the right hub, the spindle that matches this hub is only $26 - you can always cut out the old spindle and weld a new one in.

Not hitting order yet after reading your last post. The diameter of a lug measures exactly 1/2 inch. Measuring centre to centre of two adjacent lugs, I get 3.5 inches, maybe 3-3/8's, but def not any smaller.
 
That paper I posted has models, 391, 499, 499-A, and 640 where these hubs were used. We know the 391 is the peru oliver farm truck, does anyone know what the 499, 499-A or 640 would be models for?
 
Archives say EWC built wagons for Sears, Wards, Oliver, A-C, Co-op, and maybe more. Lindsey Bros sold Elec Wheel around here.
 
Measure the spacing of the bearings in the hub. distance between them and diameter of the bearings along with the bearing numbers and then see if one of the hubs from Shoup will fit the bill you can get just hubs from them last I knew. There are also other places like Heywheel in KS . All should be able to find you a hub for it. I just checked and shoup does have hubs only with dimensions you will need to get one. Just compare yours.
