farmall 560 PTO adjustment

My PTO is running but the clutch kicks in sometimes, if I hold the handle back it runs fine. I just need to tighten the clutch. The manual talks about loosing the No. 1 and No.2 locknuts and turning the screws counterclock wise 4 turns to adjust the pto to the set postion with the lever but nothing about tighten clucth only. Can I just loosing the lock nut on No. 1 and tighten the set screw clockwise to tighten the clutch? Need advise on adjusting the clucth.

Do just as the manual says and it will adjust both the clutch and brake on it. hey need to be set just as the book says or it causes other problems and can burn out either the brake or the clutch in those units if they are any thing like the ones on the 450s. BTDT and learned the hard way
