Farmall H governor problem

Please bear with me as I am not much of a Farmall man. I have a '47 H that I bought to use on tractor rides. I got it equipped like I wanted,(MW 9 speed, Schwartz wide front) but the governor is sticky. I am always working the throttle lever to stay in place on a ride. I have had the breather cover off and checked the linkage pin, (no wear visible). Have had the side cover off, spring and the weights all look good to me. Why is it so sticky?
 
Could you describe the problem in a little more detail? What do you mean by the governor is sticky? Is the engine staying at one speed and not responding to the speed control lever? Dave
 
It acts like there is no governor. If it needs power on an upgrade you have to open the throttle, then you have to shut it way down to idle position to get it to back off. Just doesn't work smoothly like I thought it should.
 
Governor to carb linkage may be out of adjustment - ie. the governor linkage is not synchronized with the carb throttle.

To adjust:

Remove the sloped cover at the top of the governor riser. With the governor handle CLOSED (handle full forward) remove the pin connecting the riser block to the carb throttle shaft bellcrank.

Next set the governor handle to max speed (handle pulled all the way back BACK). Now manually turn the carb throttle shaft full open and while holding it open, adjust the riser block up/down on the threaded riser rod as required until the pin slips freely freely through the riser block and bellcrank.

The governor will now be synchronized with the carburetor.
 
Here's a video that might be of help. On my H the speed control does not do much as I pull it back, but then the engine speed noticeably jumps when I get to a certain point--maybe 4 on the speed scale of 1 through 5. These carbs were pretty simple and the main jet doesn't cut in until the throttle gets to a certain spot.

That's what mine does, anyway. Maybe mine's not working right either.

I followed your instructions, but I don't have the time to take it out on the road today. I held the brakes and eased up on the clutch peddle, and the governor started to give it the power to go, so I think you have cured my problem. At least it is way better than it was. Thank you ever so much for your help.

I used the tractor for mowing yesterday, and made a note to pay attention to the governor response before starting. When raising RPM, my engine does jump immediately upon movement of the speed lever, but then settles out at the new RPM after a couple of seconds. RPM increases (by ear) throughout the speed lever range.

Bob M's advice is what you should be following.
