Ford 2000 Diesel Again

Well, i have timed and timed and double checked and triple checked the timing on this 63 ford 2000 diesel.
I have followed the intake opening, intake closing...then after the intake closes, we should be on the beginning of the compression stroke. Run the flywheel until the TDC mark appears and back it up to the 23degrees btdc.

I have run it the other way,...followed the ehaust valve opening (the beginning of the exhaust stroke.) and rotated the engine backwards until the marks appeared again and timed it that way.

No dice. I have fuel dripping out of all lines and a very hot battery. Cannot get this beast to fire.

It was running fair before the pump was sent off to be rebuilt..now I would settle for fair again.

I am timing (attempting to time) the engine off of the number one cylinder at the front of the engine. radiator end. Is it possible that I am on the wrong end of the engine?

Any ideas or thoughts appreciated. I know I'm getting older but this shouldn't be that %^#@ difficult.

What about air? Is the intake system free & clear- no rags sucked up into the intake?
I'll get flamed for this but have you tried ether? My 861D will fire off with a very short shot of ether into the oil bath air cleaner. If it will fire on ether and them die that says something is wrong with your pump.
 
I agree, it shouldn't be that difficult. Have you contacted the people that worked on the pump yet? I had a pump rebuilt for my 4600 and it ran like a champ as soon as I installed it and bled the lines. If you have timed it correctly and it still doesn't fire, I think it's time to talk with the pump rebuilder. Good luck.
