Ford 2N brakes

okay-can someone unlock this mystery? I can't get the RHS
brake to grab. LHS works oerfectly. There's no oil leak onto the
drum and I've just installed new shoes, No improvement. The
brake will just stop the tractor if you stand fully on the pedal.
Even then, it reluctantly groans to a stop. There's a second
small cam adjustment on the back plate and I twisted the cam to
take up clearance. But not sure about setting this. My I&T
manual is useless here.
Looking for help.

Brakes are nomnal on all the N model tractors. Pretty much have to stand on them to get them to work. That is why I changed to later model with wet disk.
 
I appreciate the feedback, guys. Looks like I was expecting too much. It is actually getting a little better as the shoes get bed in.
I know the brake was often used to help drag the tractor around sharp corners. It will almost do that now.
