ford 7700 pto problem

i have a ford 7700 and when i was baling hay i stopped for a minute to check the baler and when i went to turn the pto back on the hand was just free with no tension to engage the pto. i checked the cable going down underneath and it was still working but when i took the cable loose underneath the arm it connects that goes inside the housing it would just free spin. any ideas on what would have broke or came loose and what it takes to fix it?

Looking at the on line CNH parts book it appears that most likely you need to just but a new pin in where the shift handle slips over the shaft which goes through the case. Unfortunately you have to split the tractor to get at it.
 
I suspect that the lever has broken or come loose off the front of the control valve. Splitting is one way to access. Personally I'd probably pull the lift cover off. Depends on how the tractor is equipped and what you've got to lift the cover off...
