Governer Hunting

1954 NAA, at idle, the govenor is hunting. As soon as I give it a little more throttle, it stops. What Gives?
 
Have you tried adjusting the idle mixture screw?

That is the FIRST thing to do, before condemning the governor.
 
On my 860, it was caused by the governor arm's shaft being worn, making it stick at lower speeds. I had a machine shop make a shaft for it, and now it works great. The shaft can be removed from the arm. Just have them measure the bushing inside diameter, and make the shaft about .0005" smaller. Have them harden it (heat treat it) after maching it so it will not wear out soon.
