governor help

To 20 Hade swing wt type gov. found wt in oil pan bought new ball type governor installed / arm does not function AT ALL (have had it apart 3 times everything is free / have disconnected all linkage from arm start operate throttle manually "0" movement / moved adjustment screw from all the way in to out in my hand still "0" movement / also with engine running pulled back on arm revved agen no movement/ outer & inner arms are tight on shaft / the outer disk on governor moves freely all three times i have had it apart / third time apart checked to make sure i put in shim

What the Hell am i missing "HELP"
 
Hey hayhay, first, dont panic. Do you have a service manual? It goes through the setup for the Governor fairly clearly. You have to make sure the tab
on the front of the Governor is correctly lined up so when the front cover is installed the needle adjuster will do its job right. Email is open

hanks for the reply what tab are you talking about (yes have a manual / wearing out the print in the manual HAHA)
 
On the front Governor disc theres is a tab that needs to be in the 8 oclock position when the front cover is installed. This is what the Governor screw on the cover works with.

I had a similar problem with my TO30. I
went through the linkage set up procedure
multiple times with the same results
(engine over reved no governor action). I
believe that after a carb rebuild the arm
from the carb to the governor arm was now
WAY too short. I believe the carb linkage
arm position changed with the new part in
the carb?. I kept turning out the yoke on
the end of the throttle rod until I got
governor action back to the carb. I will
note that right now the yoke is turned out
to it's maximum length on the threaded rod.
