Hard Starting Diesel Skid loader

The only piece of equipment I use everyday is a 1997 New Holland LX565 skidloader. When it get cold it doesn't run very well. It starts but then will not get up to full power. I have used the fuel additive to prevent gelling of the fuel. The inline fuel filter was removed and inspected as it was replaced before winter. I did not replace the screw on fuel in the back of the machine. I believe that one is supposed to seperate out water from the fuel. I'm going to get a new screw on filter this morning but I wondered if you guys had any more input or advise. It is supposed to get pretty cold in Wi this weekend and it would make chores difficult without the skid steer.
