help identifying this tool

Not sure if this is a shop tool or a kitchen tool... We believe it was hand carved in the late 1800"s and is probably of Norweigan origin.
Any ideas???

Hope you are sitting down. This tool is a hand washing tool for ladies delicate undies. I use an old one i found to rinse the sand and mud out of my horses leg wraps before they go into the washer. don't want all that mud in the septic tank.

Looks like a measuring device, possibly divided into inches. I think some people call them a carpenters ruler.

I don't know about the wooden tool, but I like that old folding ruler. Someone's taken good care of it. They're really handy for inside measurements.

A friend of mine is Norwegian, but he's taking pills for it. He has one of these things, he says it is a pill masher since those pills have to be real large.
