Help with D14 throttle

Hi all, Having trouble figuring out why on my D14 when, from idle, I move the throttle lever very slightly I get a huge rpm jump almost to full throttle. if I tap the lever back up gently, I can get it to change speeds in between idle and full open but it is very touchy. The thing used to work smoothly and increase rpm as I pulled the lever down all the way. Now it only has to be moved a quarter inch to get full rpm. Can't figure it out. All linkage looks to be in place and same as it always was. Would it be inside the carb or governor? Thanks for any tips. Joe
 
The governor controls speed by balancing spring tension against the centrifugal force created by the spinning weights. If you move the throttle lever, it pulls on a spring. Rpm increases until the centrifugal force equals the spring tension. If it revs much faster than it should, sounds like a problem with the weights or the collar that rides on them.
