Hercules 478 vs Cummins 8.3 Puller

Which would make better horsepower for a 3,000 rpm 466 puller with 2.75 turbo, running at 10,000 pounds? Head flow seems to be the big issue but no one I have talked with has comparison numbers, just opinions. Both are over 466 so I already have that covered. I am trying to build something besides a "normal" green or red tractor.
 
I would think the longer stroke on the cummins would make it more effective in a lower rpm class. Similar horses probably, but parts cost alone would sway to the cummins.
 
Id go with the 8.3 definately. Look at the power they are getting out of the 5.9 cummins.same parts and basic principal, bigger engine. Good pump work and big turbo you will have all kinds of power easily without changing a bunch of things.
