Hydraulic problem

Have a 1973 Steiger Cougar and it won't lift my JD 230 25' disk. It tries but can't do it. I put a gauge on one of the remote couplers and it is putting out about 1600 PSI, took same gauge over to the 1206 IH and it was putting out about 3000 PSI.
I changed filters but that didnt help, it loads the engine about the time it stops lifting so I'm thinkin that the spring or something is wrong with the bypass, it dont appear to be adjustable but there is a 2000 stamped on the spring cap. Havent tried shimin the spring yet, figured I would get some other opinions first.

Is the pump dive belt slipping? (DOES it have a drive belt?) If not, it sounds like the bypass is set too low, ASSUMING your gauge is accurate.

Does your Steiger have the lovjoy type hyd pump coupler off the end of the crankshaft ?
If so you have a bad relief valve or a worn pump.
The relief should not open until 2000-2100 psi. Shiming may work, but take care not to shim it too much and leave the system without a working relief valve. You should also check that the steering priority valve is not stuck and bypassing oil through the steering. 3000 psi on your IH is too much, you have a non function relief valve, fix ASAP. A few years ago I bought a well used Steiger Panther KM325, always had little nusiance oil leaks in many places. during a rain delay I looked to fix most of those little oil seeps. we had broken a steel line and blown out two main hydraulic hosed during the 2 years I owned the machine. While looking the hydraulic system over we noticed that what appeared to be the pressure relief valve had the return hose disconnected and the valve capped !!!???
Did a look over of the machine to see if another relief valve had been added somewhere else, found nothing. We decided to plug the hyd system test guage into a remote and see what kind of pressure the thing was running. With the engine at slow idle, the test guage ran right up past 3500 psi on a 2000 psi system. Yikes,no wonder the thing had leaks all over!!! Only the fact that the hyd pump has 6000 hrs and is a bit worn saved us from twisting off or exploding a hydraulic componant.
We reconnected the relief valve and it cracks at 2100 psi then maintains right at 2000 psi. I have no idea what the heck the previous owner was trying to do, but I would like to smack him right in the nose with a fresh warm cow pie. And BTW, all the little oil seeps went away now that the relief valve is working again.

This one has a Cat DT333 engine er so im told... pumpS mount on the left front side of engine, has 2 pumps, one for the remotes and one for the steering system and another in a different location for the transmission....
I shimmed the bypass and found out the high pressure line going to the valve had a rotten spot in it... so now I have a well oiled underside on the cab... gonna get a new hose tomorrow and thin up my shim some, at least I know the pump is good... it has been shimmed b4, I also need to change out a couple leaky quick couplers. do ya know where I can get a rebuild seal kit for the steering cylinders? got one that leaks a fair amount. Thanks for the info.

You must have other problems with your tractor. On the valve stack there is a relief valve set at 2250 psi for the remotes and there is another relief valve in the priority valve for the steering. The valve that was capped off on your tractor is just a safety relief and i bet now that you hooked it up your tractor steers hard but it sounds like you know everything so i will think of you when i remove my next relief valve on a service call.

You can get cyl. kits at any Case IH dealer be sure to measure the rod dia. because some tractors were updated to later cylinders.
