IH 424 no power when cold

Just purchased a IH 424 gas tractor. First tractor so bear with me.... While doing the routine maintenance have noticed that when cold it wants to stall when giving it throttle. After warming up it runs much better however when it get loaded it wants to die. Any ideas? The choke seems ok. I was thinking governor but know very little about it!

You 424 does not have automatic choke like your car. You will have to play with it a while to get used to it. When you let the clutch out, vacuum drops and it starves for fuel. If you reach down and pull out the choke a little momentarily it will catch itself. As for slugging down when warm the governor may be responding a little slow. You say "loaded" I don't know what you are expecting of it? The 424 is not a "big" tractor.

Thanks for the reply? Understand it's a small tractor. I just purchased it for our hunt club for bush hogging and small food plot work. Right now I have it in the garage changing fluids, filters tune up etc. When I say loaded I mean just lifting the bush hog. It starts fine but when I give it throttle it wants to stall. After its warm its a whole lot better. I haven't tried mowing or anything yet just running around the parking lot of a friends shop. You said that the governor may be slow responding. Is there an adjustment? I have ordered shop and operating manuals but haven't revieved yet.

Opening the throttle causes the same effect. Vacuum drops, engines stutters. Works better when warm as gasoline vaporises quicker. If you have ever driven a vehicle with vacuum winshield wipers you would understand the concept. I doubt there is much wrong with the tractor.
