IH 574 gas engine. Flooding.

The Marvel Schebler carburetor has the solenoid attached. Carb has been rebuilt and the float adjusted. Tractor will start but then the carb floods and gas pours from it. Tractor stops and will not restart. Have tried hooked up to the fuel system and also with a gravity fed tank. Is the same problem both ways. Ideas?

Does the float have a hole in it?
 
Does the carburetor have a drain hole? If it does put a fitting in the hole and slide a piece of clear plastic hose on it and hold it so it’s above the center line of the carburetor and turn the gas on. This will tell you if the fuel is getting above the center line of the carburetor. If so then you have a stuck float or leaking needle and seat
