injection problem

have a rough running oliver 1650. had the head done because of a external coolant leak. then the injectors were done because of an injector not firing. still running a little rough and had the injection pump gone over in a shop. got it back and it runs worse than it ever did. electric fuel pump is working and i have run out of things to check. even had the valves rechecked by a diesel mechanic. no answers from him either. any ideas?

Which version 1650? (Direct or indirect injection)?

And have you checked the air intake system for blockage?

Are you sure the timing is correct?

Did the head get all NEW valve seats, or seats and valves both ground? Just grinding them LOWERS the starting compression heat making the engine start worse cold than before.
