Insulation conundrum reviseted

Okay I checked into prices for foam insulation and cellulose insulation, I can't afford either one.
But I have an idea for creating a valley vent which would eliminate the need for using foam.
I plan on cutting a hole the length of the valley like you do for the ridge vent. And then I'm going to lay 2' wide plywood the length of the valley and shingle over top of plywood.
The top will be capped like a regular peak.
Air will flow in at the bottom and exit through each bay's ridge vent.
I mocked up a sample and I will have an oppening about 4" high in the the middle tapering down to 0" in 22" It looks like it will flow enough air. I'll have a screen or cobra mesh to keep critters out. Does anyone see any problem with this setup?
Will the inspector Ok it, I live in north central Ma.

Hi,I remember the past post. Can you get advice from some local contractors maybe by getting estimates and first clarify with this inspector what he really wants.Sometimes when fishing for a bribe[hey Im from New Jersey] they act like they want some unreasonable demand, then when realizing that your not playing that game leave your job alone. Many of the inspectors I used to deal with are in jail.I would never give them the envelope, just do the demands. If the demand was not in the code I would call the state board and complain. An inspector I took a course from gave me the 800 number himself. An honest inspector anyway.Maybe this guy is fishing?

Venting is for moisture escape, not insulation.
That cathedral ceiling needs insulation, and the insulation will pay for itself. Given the choices, I would figure out a way to get it done with serious insulation now. Ask the inspector what the factors are that determine acceptability. Insulation today is a definite payback!! in short order. JimN

Ask the inspector if you could drill some holes in the valley jack rafters to allow air flow into the non venting area's.we do this around shilites to get airflow .I have done this in the past. How far from Sturbridge are you?I am 20 minutes from there. This problem you have has me interested.I am a MA licensed construction super for 21 yrs.I dont like your other idea to much.

Go to the state codes for guidance. The inspector can't argue that authority. In Wisconsin the codes are found in the Department of Commerce of the administrative codes. I think.
