I think it's an air quality thing
So many days a year in an area over a certain air quality threshold they mandate "cleaner" burning gas

The Ethanol campaign was started to reduce dependance on foreign oil.
One could say it is continued to stabilize crop prices through the renewable fuel mandates that also includes bio fuels.
While ethanol reduces emissions the government usually addresses that problem with gasoline RVP standards.
