Replaced belts today with john deere belts. Now the clutch no longer works. it stalling engine whenever pressed . Also tranny cannot be shifted while running just grinds. I know it out of adjustment but just got it and dont have a book. Prior to new belts the tractor would stall going up hills. I could pull variator all the way back and it would stop power . push it in the first notch and it move slow. My question is will the variator completly stop the tractor if adjusted properly?

There's a little more to it than that, but if your variator spring and your secondary belt idler spring are good, and your variator is properly adjusted, the tractor should not stop completely.

check the pulley on the engine. there needs to be a belt guard that goes part way around that pulley. that guard stops the belts when you push the clutch in. it's part # am 31464 listed as a guide. you will ruin your transmission with out. there is a procedure for adjusting the variator .you will need the operators manual for this.
