JD 60 clutch bolts

With the clutch on my 60 all apart I noticed that one of the 3 bolts with the castle nuts and cotter pins that hold in the steel disc in place still moves in it's keeper,the other two are seized up.Is it important that these bolts are free in there or are they just fine the way they are?Thanks
