JD 7000 planter, bars on wheels

I have a JD 7000 6 row planter. There are 4 tires that hold up the planter. On the outer tires there are two large straps that aren't hooked to anything right now.

What are they there for? All they seem to do for us is get bent and mess with the depth wheels. Can I take them off? Dad's replanting where row 2 should be because it didn't come up.

I had the same on mine and removed them. It did not affect the operation of the planter. I think they were put on to keep mud from balling up on the tires. Not that you normally should be out in those conditions planting.

The parts book says they are chain guards. Likely you are driving from only one or two wheels and the others don't need chain guards.
