JET STAR 3 loosing powersteering oil out the vent below the radiator. About 2 quarts per hour. What is wrong and how do I fix it?

The seals are bad on the steering 'ram'. It is a rack gear affair with pistons on either end that pushes the wheels around when you turn the steering wheel.
The piston seals leak into the bolster cavity where the power steering fluid floats on the 90wt. gear oil (that is supposed to be in there) until it fills up, then it runs out that vent under the radiator.

Best get a manual. Its somewhat complicated and messy to change them.

From experience, don't cut corners on the piston end/cover gaskets and try to make the old ones work. You'll have to take it apart again like I did.
