John deere B

My little brother pulls my fathers 1949 John Deere B in farm stock class at our local club. our rules are bone stock field ready no aftermarket parts. factory drawbar also. problem is he pulls 4500 5000 and 5500. we've tried 2nd gear in 4500 several times and it lugs down and all but stalls by 135-150ft. is there anything I can do to sneak in a little more HP with out tearing the tractor down because dad doesn't approve of that. its stock and should stay stock according to him. any suggestions ?
 
Make sure the tractor is in top running condition first. Are the air cleaner/exhaust plugged, carb/ign tuned up? Does it need a valve job? Adding a second or a stiffer spring on the gov. or wire it tight makes a huge difference. Just watch the rpm's if you do this. Cut & weld the rockers for more lift is a quick easy few h.p Get gas manifold and gasket match it along w/the head helps, upping the comp. really wakes them up. Ive found opening up the plug gab a little helps also. We got a stock 51 A that runs w/ the big cube motors in the 3-3.5 mph class, its all in the tune up & balence. Good tires dont hurt.
 
Our 48 B pulls great from 45-6000. Its stock, .45 over. 12.4 f&r firestones. Put it in first gear, raise the hitch to the highest the pulls allow and slide the draw bar in as far as it goes. You should do ok.
 
If dad wont let you do anything to engine, then put the lever in 1st gear. balance it out the best you can. get draw bar as high as rules will allow and in as far as rules allow
 
Second on air cleaner! Remove cap rivits from top of air stack so you can see flow tube into air cleaner. Remove mud from wasps. Gut mesh from air cleaner to open up air flow. Then tune load valve on carb on dyno. For non pulling,find a paper filter to fit air cleaner body.
