Can I take the part circled in blue off without opening up the transmission?

MF 245.

I have the service and owners manuals and didn't see any exploded views of this area.

Thanks,

If you are thinking the wiring is bad or the safety switch is bad then place the L-S-H gear shift in S and short the battery cable to the small terminal on the solenoid. If it turns over then the key switch, wiring or safety switch is probably the issue, any one of those might be suspect or all three. To answer your specific question, YES you can remove that cover without opening the transmission BUT you will have to ALSO loosen the red sheet metal dash support at the same time. GREAT tractor, Good Luck with it!

Update: I cleaned out the area near the neutral switch then bypassed the switches as suggested by MF#1. I used a remote starter cable and after struggling to get the clip on the post, it clicked when I hit the button. So for fun, I hooked up the battery completely and tried to start it and low and behold, it started right up...no starter fluid needed!!!

So, I hate to admit it but it could be I didn't have it in neutral and S.

Here it is idling: https://photos.app.goo.gl/NtwKyFvQ3Y3PYWmA6

Thanks to you both, you kept me going.

Jim.ME always has great pictures and good advice:)
If you're not sure it was in S the first time, just remember that's the only one that has to be moved the other one can be anywhere. I would wire it back up like it came to you, place in S and see if it works, if it does then problem solved.
Note: the only thing you need to start a Massey diesel of that era is a good battery and a good screwdriver or chrome wrench, no key required;-)
