MH 22 stops running

I have a 1950 MH 22 that stop running when it is standing still as if to be starving out on fuel. This seems to happen between a 1/2 and below tank of gas. The tractor is not out of gas when this happens. No problems when the tractor is moving. Any help would be greatly appreciated.
 
Had same problem with my 44. Flake of rust settles over the stand pipe attached to the sediment bowl
cutting off the flow of fuel to the carb at low idle.

Seems to be ok when the tractor is running and the fuel is slossing around and there is lots of fuel in the tank.
I would say you will have to remove the fuel tank
and clean it out.
