More tire info needed HELP

I recently found out I read my tire size wrong when posting it on here. The correct size is 16.9 x 28, also shows 4-28, and 15 " rim, firestone.
What does the 4-28 mean? The 15" rim throws me. That rim sure looks a lot bigger?
I am going to buy soon two rear tires. But not sure what I am looking for with all these numbers.
 
I just went back to an old post. See someone posted that the 15" is the width of the rim across. Not how tall it would stand up. Is this correct thinking?
 

Just get 16.9 x 28, 6 ply rating tires. Other numbers probably not important. 15 inches across sounds right for the wheel width.

16.9 is the width measured at the widest part of the sidewall when mounted on a 15 inch rim. That same tire 50 years ago would have been called a 15 X 28 and would have been measured at the tread. I'd guess maybe the 4-28 number signifies 4 ply.
 
Ok.. sorry about having some trouble understanding this stuff. But tires are really worn and by useing a Mag. Glass I see there is a 14-28 and not that 4-28. Thanks for the info everyone.
