MT surging

I have adjusted the governor linkage according to the I & T manual, and I have disassembled the carb so many times it should have a zipper instead of screws, but I can't get the engine to smooth out. it only runs right under load. At idle, it surges so badly that it almost quits every time. The carb is clean and properly adjusted. i'm open to any suggestions, and all help will be greatly appreciated.

Check The Advancing Weights Under The Rotor In The Distribitor.. Had A Set Rust In The Advanced Postion... Or Your Carb. Has A Blocked Passage...

Or loose/worn throttle shaft sucking air. Had that happen on a 40

Our MT was surging and running poorly. Took a while to figure out, but it had one bad spark plug. Replaced the plugs and runs as smooth as can be. Just a thought.
