Need help with J.I. Case DC4 Hydraulic Problems

Just recently bought a 1953 J.I. Case DC4 with double spool hydraulics and live PTO. Hydraulic pump is not working right. 3 Point arms don't raise when lever is pulled. We removed the pump and noticed the drive chain is very loose, is this normal or does this chain need to be tightened and how do we do so. The filter screen was broken in pieces. Any help would be greatly appreciated.

it dont matter if the chain is loose or tight, if the pump is turning it will produce pressure. but, i dont think they have a chain drive ,
its probably one of the o rings not sealing on the pump. and is this the factory pump??

The arms raise when the lever goes forward
not back. The pump does drive from a xhain,
but loose won't hurt. Does the pto turn?

change the chain, at the very least the clip that holds the master together , i had 2 come apart on 2different DC,s,within 60 days one year . pull lowers , push forward as Jon said to raise .
