I want to cut down some oats for mulch, before seeds become capable of germinating. The seeds have already formed and are soft and green. Is it already too late? Does anyone know how to tell when the seeds become viable? Not an implement question for which I apologize.
 
You are on the edge. I will wildly speculate, your oats would be a real poor one to try to save for seed at this point, but a fair percent of them will dry out and mature enough to be viable.

If all you want is mulch go ahead and mow them let them dry out extra long. Rake when they are very dry. dry seeds should shatter out
 
If you had to cut them today and depend on them making seed they would not. As you don't want viable seed, it is likely you will get a fair amount.
